The development of the urban environment is often in contradiction with the concern for the environment. The building of parks in St. Petersburg is an important topic of public discussion. Local environmental movements are actively created to protect green areas. In this paper, on the basis of the event-analysis undertaken by the authors, the process of institutionalization of activities to protect the Park Internatsionalistov is studied. The development of the conflict of environmental activists with the Government of St. Petersburg is traced.
