The Constitutional Court of the Russian Federation, as a judicial body of constitutional review, carries out constitutional interpretation in the process of law enforcement by resolving constitutional disputes. An element of this interpretation is the development of constitutional principles and norms by clarifying their implicit content, taking into account the historical, socio-political and economic context. With regard to the principles of the federal structure of the Russian Federation, it (constitutional interpretation) was expressed in legal positions such as: - federation sovereignty, - cooperative principles in the delimitation of subjects of competence and authority - the unity of the budget system and the system of state power - limited effect of the principle of equality of subjects, taking into account differences in their legal status. At the same time, the concept of Russian federalism in the framework of the judicial doctrine of the Constitutional Court is not fully developed. The issues of statehood of the constituent entities of the Russian Federation, a combination of cooperative and competitive principles in delineating the subjects of jurisdiction and powers, the implementation of the principle of allegiance to the Federation still require their resolution.
