The article deals with constitutionalism as a doctrinal consolidation of natural law. Natural rights derived from the ancient tradition and legally enshrined in regulatory sources formed the basis of the modern liberal program. Liberalism in this variant comes into conflict with the socio-cultural practices of various non-European peoples. It follows that the constitutive principles and constitutionalism are not identical concepts. Although they may coincide in some cases, such as in England. There is a problem of joining values that constitute a particular legal system, but which do not fit into the doctrine of constitutionalism. Contradictions arising from two tendencies of development of world civilization - globalization and glocalization are revealed. The necessity of formation of the Russian doctrinal consolidation of the bases of constitutionalism taking into account material conditions of life and mentality of the Russian people is actualized.
