The subject of the research is the activities of the youth parliament of the Vologda region. The study uses the methodology of historical neoinstitutionalism with the theoretical approach “path dependence”. Methods used in the study: general scientific, interdisciplinary, private scientific methods, expert interviews, expert survey of deputies of the Legislative Assembly of the Vologda Region. The main conclusions made in the course of the study: the youth parliament of the Vologda region is the first institution of this kind on the territory of Russia, the youth parliament of the Vologda region conducts an active, effective activity, which is noticeable in the growth of the efficiency coefficient from 2014 to 2019, the legal and regulatory framework of the youth parliament The Vologda Oblast is imperfect, weakly subject to change, operates at 2 levels: municipal and regional.
