This article deals with the problem of low efficiency of organizations in the field of housing and communal services. To confirm this hypothesis, a comparative analysis of indicators is carried out, which determines the functioning of these industries in different regions of the Russian Federation. Thus, the indicators of the city of Sevastopol are compared with close regions and with cities of federal significance. In addition, the state policy of Sevastopol and the Russian Federation as a whole in the field of housing and communal services is analyzed.
