The article focuses on the foundations of cooperation between the Arkhangelsk region and Finland in the field of culture, through the work of the Euro-Arctic Barents region. In the article Arkhangelsk region and Finland joint projects the main areas of culture were analyzed to identify new trends of international cultural relations the present stage. It was concluded that cultural cooperation between the Arkhangelsk region and Finland has the potential, because the material analysed demonstrates a variety of forms of interaction. It is also noted that, in addition to public initiatives, civic initiatives in the field of culture are important.
