the article is devoted to the analysis of political and administrative implications of including the concept of «public power» in the Constitution of the Russian Federation. The political and administrative result of the characterization of power as public is the organization of collaborative governance on the basis of cooperation. The article reveals the basic principles and mechanisms of collaborative governance, ensuring sustainable governability of public affairs. A special implementation of the idea of collaborative governance is civil participation in it on the basis of modern digital platforms. The analyzed example is the organization of civic participation through Russian regional platforms.
