The article analyses external socio-economic threats created for Russia as a result of costs imposition strategy. The most effective complex of measures to combat this strategy consists not only in tangible counter-measures, but also in the skills of transforming costs into investments. The external economic strategy of costs imposition should get a complex treatment and used by Russia not only as a counter-measure, but also as a strategy of prevention.
