The article deals with the specifics of introducing the practice of citizen participation in the budget process of the Russian Federation. The authors of the article analyze the types of civic participation, as well as the established forms of extra-budgeting projects. It was determined that proactive budgeting is an adapted Russian version of participatory budgeting, which refers to the practice of direct democracy, involving the direct participation of citizens in decisions about the choice of priorities for spending budget funds. Moreover, the article focuses on the specifics of the legislative regulation of participatory budgeting in the Russian Federation. The authors determined that in Russia there are no special legislative acts regulating this type of budgeting, but they successfully fit into the framework of the existing legislation of the Russian Federation.
