The neoliberal paradigm is the dominant approach to the analysis of phenomena of Moscow urban policy, particularly the program of renovation. In the article, the author argues that these phenomena cannot be considered in the light of one neoliberal approach, as it prevents to see how neoliberal processes and ideas are mixed with other processes and ideas to produce hybrids, which are likely to be the real source of urban change.
