The article reveals the value-normative aspect of the connection between the socio-political nature of digital technologies and its impact on the governance of the public sphere. The ontological aspect of the connection between the socio-political nature of digital platforms and its impact on the governability of the public sphere is revealed. The methodology of the paper includes a case study of the collaboration platform (Decidim project). The project shows the compliance of the project with the general principles of justice and its pure procedural form. The scheme of the platform ontology as an institution of digital procedural justice with "governability without interference" is proposed. The results are of interest for comprehension and presenting knowledge about such institutions from a unified perspective, and also provide a basis for programming their informational (formal) ontology.
