The article discusses the relations of power and the opposition in the context of understanding the evolution of the Russian state social security. From a political point of view, the state and society have an identity, and thus government lias at the same time, public authorities, public safety there at the same time public safety. The government, concerned about their own safety, concerned, ultimately, public safety. In connection with provision of public security there to ensure public safety, is, if and submission, it is only for the sake of protection, for the sake of order, peace, stability, sustainability, interest, power of the people. The power to solve problems and localization of threats, which brought with it the so- called “swamp the opposition” (2011-2012). In a short period within the framework of the Council of Security has developed an important document - the Concept of Public Security, which otherwise than in the National Security Strategy of the Russian Federation to 2020 understands public safety. Under the concept of public safety understands «the state of protection of human and civil rights, material and spiritual values of the society from criminal and other illegal encroachments, social and ethnic conflicts, as well as from emergency situations of natural and man-made”. That swamp the opposition lias led to an understanding of the nature of the conflict security. It led to the belief that the protection of human and citizen from the social and inter-ethnic conflict, and there is security in its present content and technological understanding and application.
