The article presents a study of institutions and forms of public participation in decision-making processes on the delimitation of electoral districts. Public participation allows the process of making decisions about the boundaries of electoral districts outside the political elite. The research is carried out on the methodological basis of the modern theory of public participation. It was revealed that the only example of “citizens` power” in the process of redistricting in the modern world is the empowerment of the public in Australia to formulate initial proposals for defining constituency boundaries. The main form of public participation is consultations, the format of which does not allow them to be classified as “tokenism”. The time frame for public participation procedures (from 6 days in Russia to more than 1 year in the UK and India) is a factor that significantly affects the strength of public impact.
