Foreign investment, which Russia thought to attract by joining WTO, requires a favorable investment climate and specific legislation that conform to WTO rules. This paper considers the dynamics of the FDI Regulatory Restrictiveness Index in Russia. This index is calculated by OECD and measures openness to foreign investment for 22 sectors of the economy.
