Taking into account the increasing role of network interaction in modern public policy, the authorы of the article consider the phenomenon of digital vigilantism is connected to a number of modern public administration problems. They proceed from the need for the synthesis of scientific knowledge and a critical approach to determine the place and role of digital vigilantism in the process of forming public values in the interests of sustainable and dynamic development of civil society. On the one hand, vigilantism appears as a reaction to state institutions' inefficiency in the context of digital transformations. Another important factor is the polarization of the political process in the modern world, expressed in the actualization of the “policy of post-truth”. In modern foreign studies, the emphasis shifts to the issue of the legality of vigilantes in an already formed civil society, while the value component falls out of sight. Nowadays, it is the value component that is becoming a factor in forming new groups in civil society, which create a significant impact on the transformation of the national value paradigm. The article goal is seen in defining the role of digital vigilantism in the formation of public values in the context of the problem of the risk of the capture of civil society in the context of digital transformations of public policy.
