Terrorism in General and international terrorism, in particular in the last three decades has become a serious factors national and world politics. His threats are sometimes compared to those of fascism, following the example of the joint against which his call for a United anti-terrorist front. But for some reason fails to show the nature of terrorism, the causes of its generators, and the ways of eliminating, without understanding which effective struggle against them is impossible. This article aims to bridge this gap. It considers terrorism as a social disease of the society and mankind as a whole resulting from the violation by some States rights and peoples ' rights, and military intervention in Affairs of other countries to force them into submission and imposing their values. Particular emphasis is placed on assessment of contemporary international terrorism as the progeny of rivalry between States with different political and social systems, which in the fight among themselves not stop at nothing, not thinking about the consequences of their policies.
