The article analyzes the relationship of threats and conflicts in the formation of political security. The security problem in modern Russia as the individual and society as a whole, and the state as itself is becoming increasingly important for many objective, subjective and situational causes. In this regard, as well as because of the continuing reform of public relations which change institutional design of society, the state’s political security is the most important criterion for the dynamics of social change in the country. The practice of domination of modern commodity-money relations brings a plethora of threats and hazards that require rethinking the role of government in shaping the political security. These circumstances is sufficient to consider the functioning of the state mechanism to ensure political security as a whole and for each element separately as a priority focus of attention of national political thought, designed to optimize the strategy and tactics needed reforms and propose ways the least painful for the society of their implementation. That is why the problem of correlation of threats and conflict is one of the priority issues as political practice and political theory. On how to understand this relationship depends on an understanding of the security policy priorities and priority policies to secure it. As the result, author concludes that the concept of «threat» reflects the accumulated contradictions in society that can be solved by individuals through conflict.
