The authors attempt to examine the relationship between communication in political networks and offline activity of political subjects and citizens. It is believed that only statements about the existence of free communication space on the Internet are not enough for a conclusion about the increasing role of a citizen in modern democracies and turning a passive voter into an active one. Using the example of election studies in Italy, Germany, and the UK, the relationship between online and offline mobilization, involvement, citizen motivation, and the role of Internet technologies in these processes are analyzed.
