The report analyzes the institutional constraints that impede dynamic economic growth in modern Russia. These restrictions are due to the rental nature of the economy, rent-oriented behavior of the bureaucratic bourgeoisie, the system of power-property. It substantiates the proposition that the informal institutionalization of the established social order determines the specifics of relations and forms of ownership.
