The article explores the reforms of Peter the Great. It is alleged that they were caused by objective reasons. Of these, the international situation was of paramount importance. In many respects, it was complicated by the expansionist policy of Sweden. And State authorities at the end of the XVII century had good reasons and were caused by the crisis. Excitement under Peter requires government bodies to promptly and rigorously implement the decisions of the supreme authority. She resolutely carried out church reforms. Its transformation was largely based on the policy of secularization, which contributed to the formation of a new culture, which can be seen already in the XVII century. The article argues that Peter's reforms were well thought out and not spontaneous in nature. All this must be consciously and purposefully transformed based on scientific advice, an educational idea about the advanced meaning of the mind.
