The new institutional conditions for the functioning of the territorial-political system of Serbia take their countdown from 2006, when the current Constitution was adopted. The sociocultural division of Serbian society is transformed into a cleavage by the efforts of political actors (parties, movements, etc.), which articulate the demands of ethnic, religious and regional communities. Today in Serbia there are several directions of cleavages: ethnic, closely related to them religious, historic-cultural. The dynamics of these cleavages is intensifed by the superconcentration of the population and economy in the capital of the country - Belgrade. Additionally, the Vojvodina region was analyzed, and the conclusion was drawn that during the long stay in the Habsburg Empire a specifc value system (close to Western European) developed in the region, which is complicated by ethno-linguistic diversity in the population structure, which formed a special regional political culture.
