The article shows how main characteristics of the political agenda have changed in last years. The study is based on cases of 4 social networks widespread in Russia. The author analyzes russian segment of Telegram, Vkontakte, Facebook and Twitter, considering the degree of technological penetration of users, determines the role and correlation of traditional media and new media as subjects in the process of forming political discourse. The formation of parallel information flows from social networks, the blogosphere, personal accounts of opinion leaders in social networks, change the role of online communication in the process of creating a national and local agenda.
