International documents define personal data as any information about an identified or identifiable natural person. A wide range of protected information allows to protect personal data in a changing technology used for collecting and processing data. However, in the national legislation and law enforcement practice the range of data is limited. Special conflict rules on the protection of personal moral rights, which include privacy, are contained in several legal systems. States have developed different approaches to the regulation of relations connected with the violation of personal rights: lex patriae, lex loci delicti commissi, lex domicilii.
