The article is devoted to the consideration of participatory budgeting as one of the practices of participatory governance. The participatory institutions based on citizens’ participation in the budget process are spreading throughout the world. The purpose of the article is to conceptualize the concepts of «participatory governance» and «participatory budgeting», as well as to highlight the reasons for their global expansion.
