Church and political ideology was rooted in the fact that the crown government was a fact of internal church system, though it related to the earthly life of people. Thus, the tsar was a servant of the Church. That fact obliged the Church to help the tsar in his affairs. For the most part, church ideologists created the concept of unlimited crown power.
