The article contains analysis of the political processes of the past and the present in Russia with as an example the symbolic link of the two dates, 1917 and 2017. There follows a conclusion about the necessity of the approval of the social contract in the minds of citizens, based on constitutionalism, parliamentarism and federalism. These kinds of “ties” are designed to connect institutional and mental forms of modern Russian statehood. At the beginning of the 20th century these principles were put in the basis of political doctrine of the Constitutional Democrats Party. Despite the fact that the cadets lost to the Bolsheviks in the historical dispute of 1917, the theoretical postulates of the party has not lost its relevance in 2017. Refs. 18.
