In search of integral and systematic guarantee of an individual's right for social services which provide people with decent living, the author focuses on the estimation of adequate safeguards given by laws in Federal entities. With the help of the methods of systematic and comparative analysis the article looks into three lists of social services: the Federal list and the lists adopted in two neighbouring entities of Russian Federation - in St. Petersburg and Leningrad region; the article evaluates the latest standards of social services based on the Federal law “On the basis of social services for the people in Russian Federation” The analysis is based on constitutional principles: justice and equality of rights and freedoms of a human and a citizen regardless of any circumstances, and four principles of social services: (1) equal access of people to the social services irrespective of residence, (2) targeting, (3) sufficient resources of the service provider and (4) saving a person's enabling environment. The article specifies the idea of a social standard, the characteristics of kinds of social services, the author offers to complement the lists of social services by the palliative social service, to complement the social service laws by technical-legal requirements to the standard-setting process in Russian Federation entities in order to avoid the reduction of requirements for the amount, quality and procedure of providing the social services.
