The solution to the problem of the stagnation of Russian economy is considered from the position of factors affecting investment growth in the Keynesian key. Investment activity is determined by the level of demand, and demand — by income. Household demand directly determines the supply of non-tradable goods and induces investments to produce goods and services for the population. Therefore, among the factors of a return to economic growth, the most relevant is the growth of incomes of low and middlepaid segments of the population, which constitute 96% of households. The report analyzes the strategy of the fiscal policy of the Government, which is to withdraw the income of the population for the purpose of financing large state projects. It is concluded that a more effective strategy would be to increase household incomes by reducing the revenue and expenditure parts of the state budget, and as a result, improved market conditions, which in turn induce new investments and economic growth.
