The problems faced by a reviewer regarding the selection of a good article and rejection of a bad article in Russia are discussed. The rank of a scientist depends both on the level of his achievements and his ability to understand the achievements of others. The reviewing processes in various scientific journals are described. The author suggests that the articles must be written in English for a leading international journal. Conferences and olympiads in English for young scientists must be held and they must be delegated to foreign conferences. Because isolation means that the Russian science will lag behind the world progress.
