N2 - The report presents research aimed at assessing effectiveness of the digital services' ecosystem developed in St. Petersburg. This work is based on the results of expert survey of St. Petersburg municipalities' representatives and their evaluation of digital services' prioritization (101 employees from more than half of local governments are surveyed). Main concepts based on empirical research (survey, focus groups, brainstorming) are described; three types of services are identified; directions for further research are outlined. It is concluded that most of municipal servants consider digital services as an effective tool for making decisions and providing a communication with citizens.
