N2 - This article explores why Turkey cannot pursue a more effective policy to resolve the Nagorno-Karabakh conflict, as well as how its policy has led Turkey to political uncertainty in the South Caucasus region. So far, this problem in the Nagorno-Karabakh region has not been solved even by international organizations. Not only Armenia and Azerbaijan but also Russia, Turkey and even Western States are negatively affected by the unresolved border issue. They are known to play an active role in the solution from the beginning of the problem. Nevertheless, all parties know that the Nagorno-Karabakh conflict was doomed to long-term insolubility because this problem relates to the interests of the States involved. The Nagorno-Karabakh conflict is one of the most important stages in Turkish-Azerbaijani relations. In addition to the historical problems between Armenia and Turkey, the occupation of Nagorno-Karabakh has emerged as the most complex issue, geostrategic and geopolitical in recent times. Armenia's accusations against Turkey and the consequences of these accusations on world public opinion are the most important issue to be considered in the context of bilateral relations. In addition, the article will discuss the struggle for dominance between Russia and Turkey on the Black sea and the economic and political consequences of the Turkish-Russian trade in gas and oil. Within the framework of these problems, the article will consider the causes and stages of the Nagorno-Karabakh conflict from the point of view of Turkey, other countries and international organizations. One of the most important issues is on this issue how Turkey will establish a political balance between Armenia and Azerbaijan in mutual relations. In short, on what factors, there has been extensive analysis on how the status quo will be shaped on an issue that varies from period to period.
