This article compares and discusses how public diplomacy is perceived in the Republic of the Philippines and the Russian Federation respectively. Carrying out public diplomacy as a soft power can prove to be challenging for some countries. The Philippines and the Russian Federation face similar problems and have experience using public diplomacy tools in foreign policy activities. These issues will be discussed in this article.
