Abstract

The paper explores two components of the U.S. public diplomacy to be conducted in the countries with Russian-speaking population up to 2018. The first element is the propaganda directed towards the countries of Eastern Europe and the former Soviet Union. The second component is projects aimed at supporting the political oppositionists inside Russia. The author concludes that firstly, the United States has used special broadcasting projects in order to overcome the influence of Moscow on Russian-speaking population; secondly, the financial support of the new protesting movement inside Russia has been implemented through the activities of numerous philanthropic organizations and regional hubs located in the neighboring counties; thirdly, the LGBT, digital journalists, bloggers, religious, and ethnic minorities have become a new target for the American public diplomacy in Russia; fourthly, the United States has widely disseminated the censorship circumvention tools among the civil activists in Russia to provide them with safe access to the Internet.
