Abstract

Climate change is a worldwide, actorless threat multiplier that challenges global environmental security. Modern international community has reached a consensus on the severity of the problem, its existential nature and urgency to take measures to tackle the challenge. Coordinated international efforts to deal with climate change faces numerous complications on different levels. International climate policy experiences certain degree of inconsistency. On the one hand Nationally Determined Contributions and tempo of their implementation vary significantly on international level. On the other nation states do not necessarily possess enough political, economic and legal powers to meet set climatic targets. On a local level, actors admit significance of climate change and other problems however prioritize urgency to undertake efforts differently. The article addresses Canada's climate policy and its institutional architecture, it is examined and evaluated. The author highlights current ambitious climate goals set by Canadian federal government and points out their discrepancy with actual climate image of the country. Canadian climate federalism is considered as one of powerful obstacles on the way of efficient climate policy. The study suggests that Canada has built progressive institutional and legal frameworks for coordinating climate policy, however it is unlikely that Canada meets its climate target indicators for CO2 emissions by 2030.
