Description

The research is of theoretical significance (a meta-objective approach that links together the
achievements of biology, medicine and various branches of law) and practical significance (the formation of an effective and modern scientific mechanism for legal regulation of genomic research for medical purposes to promote advanced medical technologies and provide high-quality, safe and affordable medical care to citizens).
Such approaches to legal regulation of genomic research are not used in Russian science. The most important task of the grant is to understand the essence of genomic research, the criteria for its safety from the point of view of biology and medicine using a risk-based approach that allows you to build a certain hierarchy of objectively existing threats during genomic research, understanding their essence and the possibility of occurrence. At the same time, it is very important to highlight the social nature of such risks and the consequences of their impact on a particular person and society as a whole.
Understanding social risks and their consequences makes it possible to determine the legal means that can be used as the basis for legal regulation in this area. Such a mechanism, on the one hand, should contribute to the development of genomic research itself, on the other hand, should set priorities for protecting citizens ' rights, forming effective ways to protect such rights in the provision of medical care (both preventive and compensatory).
