Alexey Khartov, St. Petersburg State University, Russia, is the winner of this annual award. The award is given for significant contributions to information-based complexity by a young researcher who has not reached their 35th birthday by September 30th the year of the award. The award consists of $1000 and a plaque. The plaque will be presented at a suitable location. The award committee consisted of the former winners, Mario Hefter (2016), Takashi Goda (2017), Larisa Yaroslavtseva (2017), Arnulf Jentzen (2018) and the editors Henryk Woźniakowski and Erich Novak.
